I have used TNG for more than 10 years and never had sign up to download mods. Now with 15 I have to set up an account with wiki to get a specific mod. Since TNG is distributed under a commercial license and one is only allowed to download it once one has paid for the license, perhaps this license is hereditary in some way and it is not unreasonable to restrict access to the wiki, or at least its downloads, to people approved by the administrator.
