<head> </head> tags in PHP ??

I'm trying to add a picture slider to the index page of template 12.
But I should put a code between the tags <head> </head>!
Now my question: Does PHP even have a <head> </head> section?
And if so, where can I find it ???
I can't find it in the index.php or in the topmenue.php !!!!

     Between lines 4 and 5 of the index page for template 12 you will want to add a line something like:

$flags['scripting'] = "<script type=\"text/javascript\" src=\"{$cms['tngpath']}js/net.js\"></script>\n";

In this example, the file net.js is inside the js folder within the TNG root folder.  If you have something very different, the main thing to know is that whatever text you put in the $flags['scripting'] variable will be output in the head section of the HTML when you view the page source.  I show that line 5 of the index page for template 12 is a call to the header function, so you have to make sure to set what you want to have output in the header before that.
