TNG 13.0.3 Edit Place Issue

Okay i finally took the plunge and upgraded from TNG 11.1.2 to 13.

I upgraded my offline TNG 11 wamp site to TNG 13.0.3 and i have figured out all the issues thus far with 1 exception.

The problem is with Maps, if i go to a given place (1 Map Show) all looks fine, but if click on the Edit Tab, to Geo Code or Edit that place, i see no map (2 Map No Show). 

I uninstalled all mods except for Open Street Maps and i still see no maps on the edit screen. 

The Maps show normal on peoples pages and everywhere else they are supposed to, just not on the Edit Tabs.

A closer inspection (3 Map Error) shows it is possibly an Openlayer issue?

I am using the latest version of OpenStreetMap v13.0.0.7b.

Any suggestions on a fix?
