If this question is in regards using a certificate for SSL on a internet web site, then see TNG and SSL 

Since you put this question in the Home Computer Install, I am not sure you are asking on how to do it on WampServer or any of the local web servers for local testing,  I have never tried to figure out how to use https on my WampServer since it is not available to Internet users.
