TNG 13 events undeletable

I have checked against my last backup 12.3 and I am confident this time it is not my problem. I want to delete an event attached to an individual. when I edit the record I get a nice new format but the delete event option for all events is missing. In 12.3 and previous there are four buttons with the second X being delete. IN the new 13.0 the layout is much less clear and there is no X option.

Any ideas?
