Good morning from Vienna,

I'm using template 4, V 11.0.2, Language: German

Is there a possibility to implement another language, e.g. Czech? If so - is there a possibility that a visitor can Change language (via left menue-side)?

If your site is German only, then you can add languages by going to Admin > Languages and define all the languages you want to use.  Note that you probably should add English as a language so that when you ask for help those of us who do not read German or any other foreign language can provide some help.

Before adding new languages go to Admin > Setup > General Settings and expand the Language setup to determine what charset you told TNG to use, then use the same charset for the languages you want to add.  Note that you MUST also add your default language that you defined in Admin > Setup > General Settings > Language

TNG should then add a Language pull down to the menu bar.
