missing maxrel default to zero

When I correspond with a cousin, I include a URL showing how we are related. Unfortunately, it is long and often times doesn't wrap properly in the e-mail. I know I can use a tiny url tool, but that dilutes site identity in my opinion. Thus I try to remove the parameters not needed.

For example: 

https://www.smokykin.com/tng/relationship.php?altprimarypersonID=&savedpersonID=&secondpersonID=1&maxrels=1&disallowspouses=0&generations=12&tree=Smokykin&primarypersonID=I48409

I shorten to:

https://www.smokykin.com/tng/relationship.php?secondpersonID=1&maxrels=1&primarypersonID=I48409

However, the maxrels parameter added a few TNG versions back must be included or it defaults to ten. Ten relations can be prohibitively too slow on a large database. It really should default to zero in my opinion if not included as a URL parameter. Thus this is prefered:

https://www.smokykin.com/tng/relationship.php?secondpersonID=1&primarypersonID=I48409

The attached mod makes this change. You probably won't notice any difference unless you, like me, send others relationship URLs.

Please try it and let me know if you find any issues.
